A SOLUTION TO DRUG PROHIBITION
Anyone who has been paying much attention to politics over the past few years should be knowledgeable that some groups are trying to legalize drugs and some still strongly oppose it. I myself oppose it because it brings about health concerns within society, but, these health concerns are a problem currently and have been for some time and legalization would only bring these problems out in the open. I had quite a problem with the idea until i stumbled onto this site http://www.lp.org/ and i began to see the whole situation alot differently. I do believe they had more information on prohibition last time i was at that site. Of course the idea of just legalizing drugs is completely insane. You can't do such a thing without establishing controls. I took an overhead view of the whole situation with all viewpoints in mind and came up with a solution to try to satisfy all parties for and against. The fact is that we have many people in the U.S. occupying cells in jails and prisons for nonviolent drug convictions and there is a great deal of money spent to reduce drug trafficking. So as you can begin to see, there is alot more to the prohibition issue than legalization. And god knows the insurance companies are'nt going to want such legislation passed due to higher costs. Look at tobacco and fast food! So we need a system that makes this into more of a solution for all sides and i am going to explain my plan and point out what solutions it brings about. First of all flat out legalization would likely just cause anarchy in our country to a greater or lesser extent. It would cause alot of problems! So we set up a system that brings about control in handling this situation. Our first prerequisite to legalization is to begin the process of qualifying people to buy drugs. We start with an application for a picture i.d. that would allow the holder to purchase recreational drugs. Qualifications would include no history of violent behavior, no felonies, and that the person was competent to decide to use drugs, and the applicant would have to complete a rigorous education and training program along with signing a number of agreements and disclaimers regarding proper drug use. Education and training would include information to educate the individual on the harmful mental and physical effects of drugs and all the legalities surrounding drug use. The participant would note what types of drugs or categories he would be applying for to use, no prejudice would be held with the application process. This information would be noted on id as well as a national database. A national database would be set up and every qualified individual that successfully passed the program would be listed in the database, along with anyone caught illegally using drugs and that would be noted. The database would be available to any party that would need to be concerned with individuals that may be using drugs and or people on the database for employment or other reasons. This would include employers, insurance companies, law enforcement, etc. Employers would have the option to not hire people that use drugs due to safety or workplace ethics. Insurance companies could charge higher premiums due to higher risks or deny coverage. Users could be denied ability to sue in the case of accidents if they were considered above safe limits and could be subject to being sued or there could be criminal implications, like with drunk driving. Alot of new testing and experimentation with drugs would be done due to legalization. It could become significantly easier to apprehend criminals because everytime a person bought drugs it would be recorded on the national database. It would of course be illegal to provide non card holders with drugs and would be punishable by law. It would help our economy and that of the Americas due to new manufacturing facilities being opened up and the resultant employment. The drugs would be of purer and safer quality, not cut up with who knows what additives.Taxes collected on drugs could be put towards anti drug campaigns. It would be easy to locate problem drug users and get them the help they need. If a person decided he/she wanted to cancel their id and be removed from the database, it would be noted, and they would remain on the national database for 5 years before they were completely removed. And thats my solution on drug prohibition!
